generates a new dataset with randomly selected samples taken from multiple data files.
Usage
recombine #files file1...fileN rows1...rowsN DestinationFile
where:
#files is the number of files to take data from
file1...fileN is the list of files to take the data from
rows1...rowsN is the number of samples to take from each file
DestinationFile is the file to save the new dataset to
